Whom do these three officers work for?

A closer look at the manner in which the conspiracy to fill 148 posts of professors and teachers in JJ School of Art and three other art colleges was hatched and the efforts being made to make it a reality shows that this conspiracy will definitely not succeed. Because the way in which the recruitment rules have been framed seems to have been based on quite a crude base. That is why ‘MAT’ has also raised some objections against this recruitment and has asked for relaxation of the rules. There’s more to come on this. A special article about the same. 

We have seen in the previous article how a senior officer of the Higher and Technical Education Department and two incompetent officers of the Directorate of Art conspired to fill up about 150 posts of professors in all the four Government Art Colleges through the Public Service Commission. Now in this article let us see the hearsay about how it was implemented. Because conspiracies of this nature are not carried out openly, but are usually hatched in a bar or other places where there are not a lot of people around. A lot of secrecy is maintained. Same thing happened here. But still the news broke! The senior official at the higher and technical education department who hatched this conspiracy knows only how to collect money. And he is willing to do anything for it.

Do you remember a story published by ‘Chinha’ a few months ago? In that story, we had narrated how the officer insisted that he should get a share in the arrears that teachers of aided art colleges were entitled to get. These teachers were to get arrears of crores of rupees from the government. The man made constant efforts to delay the issuance of their cheques. When the poor teachers had almost lost hopes, he made a new move. He does nothing himself, he does everything through others. Many of his agents are doing such recovery work on his behalf. He found one such agent in Chhatrapati Sambhajinagar. He made a move through him and succeeded in it. What would he have done? He sent a message to that teacher through that agent, implying that, pay a certain percentage or the cheque will never be issued.

Nearly hundred and fifty to two hundred art teachers and non-teaching staff were already eager to receive their arrears. These two together dragged them into a trap and forced all the teachers to contribute their amount. He collected cash from all the Principals, Professors, Assistant Professors, Head Clerks, Clerks and Class IV staff, the entire transaction was done by these rascals in a faraway place in Chhatrapati Sambhaji Nagar so that the news would not break out. The leaders of the concerned employees’ union reached Sambhajinagar with cash amounting to lakhs of rupees in bags. There the money was delivered to the senior officer of the art directorate. As soon as the money was received, the agent sent an indicating signal to the Mantralaya from Sambhajinagar and soon after that the arrears cheques of all these teachers were issued without any hitch.

We published the modus operandi of this case as it happened, even published their names in a disguised but recognizable manner. Because these scoundrel officers of Maharashtra government do not leave any evidence behind. That is why we could not announce their names. But employees in Mantralaya, Directorate of Art and unaided art colleges understood those names clearly. But no one uttered a word. Even the higher officials, who used to be furious and run around even if they were criticized even a little bit, remained silent. This is why these brazen officials have swollen with arrogance.

Had the government taken action against them then, today they would not have dared to sell the posts in JJ and three other government art colleges. But all those teachers (who paid up bribe at that time) shoved their tails up their own posterior (the word may sound obscene, but it is the right one). Most of those teachers have now applied for the post of professor. This officer from the higher and technical education department and his two colleagues from the art directorate are going to give a grand beating to everyone who have applied.

No wonder if the fielding has been set up straight up to the Public Service Commission office. In fact, it is planned that way. And so JJ and the other three government art colleges keep getting appointed with such tramps who have no merit. Now with what face these teachers are going to say no to them? We are hearing that fielding has been set up till across Sangli – Satara. Everything has been decided – whom to recruit, whom to give a big post. Behind each post there will be monetary transactions of an extent which common god-fearing people like us cannot even think about! Of how much worth will they be? How will it be done? Where will it be done? All the information is reaching us. We are going to make a list of all those whose appointments have been decided and hand over the sealed envelopes (Shah – Modi’s favorite term) in advance to the Public Service Commission Chairman, Director General of Police, CBI, Chief Minister, Maharashtra State etc.

All this we are doing only to save the art education in JJ and other three government art colleges. And we believe that this is our last chance. Because in the last 25-30 years, the worthless and corrupt officials who were appointed in the higher and technical education department and the directorate of art did the same dirty job for their entire lives. And only because of this, the art education in Maharashtra which was once of the highest quality in India has completely collapsed today. If the conspiracy of these three vile officials is successful, it is certain that art education will be completely banished from Maharashtra! If you don’t want that to happen, do strengthen the hands of ‘Chinha’ who takes a tough stand against this corruption.
