Why doesn’t anyone question these rascals?

We are currently shedding light on how that officer of the Higher and Technical Education Department violated the rules step by step while completing the recruitment process of 148 professors in JJ School of Art and three other art colleges. This is another article in the same series.

All the decisions regarding the recruitment of professors in JJ School of Art and three other government art colleges were taken by the same senior official in the Higher and Technical Education Department. He was helped by two useless officials from the Art Directorate in planning this whole plot. With the help of these two, that officer of the Higher and Technical Education Department implemented this entire plan.  One of those two officers in the Directorate of Art is utterly dull. He knows nothing about painting. If anyone asks him anything about painting, he is literally dumbfounded. Seeing this very qualification of his, the Department of Higher and Technical Education seems to have appointed him in the Directorate of Art.

As soon as the Public Service Commission advertisements were released, the officer received calls from many prospective officers. The intention was to get complete information about the posts mentioned in the advertisement. If there were any problem while filling the online form, to resolve those etc.

But this shameless officer used to give the same answer to everyone, “I am not connected with this. All this has come from the top.” By ‘Top’ he probably meant the higher and technical education department official. “They have done everything with the help of Public Service Commission, we don’t know anything.” He replies very brazenly. In reality, the same official was handling the entire matter in coordination with the senior officers of the Mantralaya. According to those in the know in the JJ campus, this officer in the Art Directorate has purchased a spacious flat in a big tower in the suburbs of Mumbai. Therefore, he is always worried about the payment of interest instalments of the loan taken for this flat, hence he is always on the lookout for making money by creating such new ideas or to hook a prey and earn from them. This officer runs a big racket in the JJ campus. He is trying to get a work contract worth thousands of crores of rupees from a large neighboring state of Maharashtra. Such projects, of course, come because of the art institutions which have a nation-wide reputation. But the two scoundrel officers of JJ campus, grab all the money by showing on paper that the contract has been awarded to someone else. They have appropriated a work worth crores of rupees in one of the major cities of Maharashtra. Such works worth a few hundred crores more are under consideration in the shortlist of this and another officer in the JJ campus. If the work is taken up in this way, the government can be fooled, and the artists can be cheated. Ample money can be earned by utilizing students and upcoming artists. That’s why all these vile people use JJ campus as their table space. No one has a control over them. The very officials who are supposed to control them, are partnering with them in the conspiracies of these worthless people. The highest official of the Mantralaya simply keeps looking at the situation quietly, detachedly, and indifferently. He refers to one of these officers as ‘Doctor..Doctor…’ with respect. Actually the said officer is a simple diploma holder. Where would he get a doctorate by doing PhD? But it is really surprising that the officials in the Mantralaya don’t even feel like carrying out an inquiry about this.

Due to all this chaos from Mantralaya to the Directorate of Art the education system in JJ from the British era has been completely collapsed. If the works worth crores of rupees are being taken up by them, can these officials even pay attention to the education of the students or the education system of the state? It is really surprising why such a question does not arise in the minds of the highest officials or ministers!

It’s true that it was a little digressive, but I couldn’t help. Otherwise, when will this be written? This article has given me the opportunity to expose the many layers of corruption in the Directorate of Art and JJ School of Art and I am making the most of it. Let’s talk about that other officer in the Art Directorate! This officer is the principal agent of the supervising officer in the Higher and Technical Education Department. He is ready to do everything for him. And the chief officer is also getting everything done from him. Remember the episode about arrears in the aided art colleges? It was successfully completed by this same officer. As the rest of the employees or officers of the Directorate of Art have been recruited through the similar corrupt pattern of recruitment, this officer is able to take advantage of that situation. Because this officer is very good at drafting, he knows well, how to reply to any letter? How to trap someone? How to get things done by putting pressure on someone? In Maharashtra, there is a tendency to say that, ‘Marathwada is treated unfairly by everyone in Maharashtra.’ But this officer from Marathwada is able to put pressure at the right place to get things done from people. After doing all such unlawful activities, mental pressure rises. Repeated exposure to such pressure also affects the body. Something of that sort happened to him, but he was spared by luck. After taking a break in between, now he has entered the field again with renewed vigor. We are sure that this same officer is going to feed the amount earned from the recruitment of 148 professors to the real facilitator in the Mantralaya. We have kept this officer completely ‘under observation’. As soon as he is caught, we will crush him. It is likely that many readers of ‘Chinha’ would have applied in this recruitment drive. Actually, today I wanted to write in detail about how that officer of Higher and Technical Education Department bent all the rules to complete the recruitment process, but will do that tomorrow or the day after tomorrow…
